Professor Wong Kam Sing

Chairman, Wu Zhi Qiao (Bridge to China) Charitable Foundation

Professor Wong, GBS, JP, is currently Chairman of Wu Zhi Qiao (Bridge to China) Charitable Foundation, which contributes to “rural revitalization x youth development x sustainability” in both Hong Kong and Chinese Mainland. He also serves as honorary / adjunct professor in various universities such as The University of Hong Kong (HKU) and The Chinese University of Hong Kong (CUHK).

Since the 1990s, he has become a registered architect and developed expertise on innovative sustainable architecture and research. His pioneering, award-winning sustainable projects include high-density public housing estate “Verbena Heights” in the 1990s, and Hong Kong’s first carbon-neutral building “Construction Industry Council-Zero Carbon Park” (CIC-ZCP) completed in 2012.

Between 2012 and 2022, he was appointed as the Secretary for the Environment, Hong Kong Special Administrative Region Government. During his ten-year tenure as the “Environment Minister”, he launched a comprehensive series of sustainability policy blueprints on climate action, energy, air quality, popularisation of electric vehicles, waste management, and biodiversity conservation, leading Hong Kong towards carbon neutrality before 2050.

In 2017-2018, he also championed a new policy to conserve remote countryside areas in Hong Kong. He subsequently spearheaded the establishment of the Countryside Conservation Office (CCO) in 2018.

Organisation Description

Wu Zhi Qiao (Bridge to China) Charitable Foundation (WZQ) has been established since 2007.

In recent years, in response to the changing societal needs of both Chinese Mainland and Hong Kong, WZQ has shifted its focus to rural revitalization in both Hong Kong and Chinese Mainland. In the process, WZQ actively engages young people and various stakeholders with diverse backgrounds, and integrates low-carbon and sustainable approaches. It aspires to contribute to the vision of urban-rural integration.

Since April 2025, WZQ has started leading the “Management Agreement Scheme at Lai Chi Wo Enclave,” which is a signature ecological conservation and rural revitalization project in Hong Kong. Since the early 2026, WZQ has officially launched the Jockey Club “Sha Tau Kok Eco Eight” Recycling and Ecotourism Education Project, which serves the Sha Tau Kok closed area plus its seven neighbouring old villages including Lai Chi Wo, Mui Tsz Lam, Kop Tong, Kuk Po, Yung Shue Au, Ap Chau and Kat O. In late September 2027, WZQ in collaboration with Tsinghua University (THU) and The Chinese University of Hong Kong (CUHK) will organize the third international symposium on rural revitalization, which will be held in Ezhou, Hubei Province.
